Ronald S. Cortez
Chief Financial Officer
Vice Chancellor, Division of Finance and Administration
Ronald Cortez joined UCI in February 2017 as Vice Chancellor of Administrative & Business Services; and in February of 2018 he became Chief Financial Officer and Vice Chancellor for the Division of Finance and Administration. He oversees an operational budget of approximately $140 million and provides strategic direction for the campus’s business operations and capital projects.
Ron brings more than two decades of public sector administrative and financial experience. He previously served as Vice President of Administration & Finance and Chief Financial Officer for San Francisco State University, Associate Vice Chancellor for Administrative Services at the University of California, Santa Barbara, and worked for the county of Santa Barbara for fourteen years, three of which he served as the Deputy County Executive Officer. His work has focused on the management of multi-million dollar budgets; large, complex government information systems, developing and implementing capital projects, including overseeing the construction of over twelve public building projects. He also oversaw the creation and implementation of a new financial system, eProcurement, timekeeping, risk management, liability systems, and sustainability projects.
Ron was selected to be the 2017 commencement speaker for the Bishop Diego High School. He has served as a Board of Trustee member for Bishop Garcia Diego High School, and in 2016, was awarded the Public Service Award from the Public Administration Faculty for his contribution to the San Francisco community. He is a mentor for the Western Association of College and Business Officers and sits on the Research Council for the National Association of College and University Business Officers.
Ron earned a Juris Doctor (J.D.) at the Santa Barbara College of Law and received a master’s degree in organizational management and public administration at Fielding Graduate University and Northern Michigan University, respectively. He also holds a bachelor’s degree in business administration from San Jose State University. He served eight years as a captain in the United States Air Force as a navigator on a Boeing 707.
Richard L. Coulon
Associate Vice Chancellor of Campus Operations

Richard Coulon is the Associate Vice Chancellor of Campus Operations. He has been with UCI for 17 years starting his university career as Risk Management Coordinator and worked his way up to Director of Procurement and Risk Services before taking on his current position. Rick received his Bachelor of Science degree from California State University, Long Beach and later earned the professional designation of Associate in Risk Management (ARM) from the Insurance Institute of America. Rick is a state certified mediator and serves on numerous committees and is co-manager of the UCI Emergency Operations Center.
Brian J. Pratt
Assistant Vice Chancellor and Campus Architect
Design and Construction Services
Brian Pratt oversees major academic building projects, research facilities, and housing projects. He leads the Design and Construction efforts for the campus delivering highly complex projects via design build. Brian has served in the private and public sectors, formerly leading the Orange County Architecture Discipline as a Principal with AECOM. Brian has recently led a variety of project types, including laboratories, sports facilities, retail, cultural, and civic, both new and renovation. Past clients include the Arizona Cardinals, University of Arkansas, Pomona College, UCSD, UCLA, CSUF, UCSB and UCR. Brian’s work has been recognized with several awards and recognitions and many projects have achieved various levels of LEED certification.
David R. Ott
Executive Director, Support Services
Division of Finance and Administration
David Ott is responsible for centralizing a support service delivery model for the Division of Finanace and Administration business processes, human resources processes, and budget and financial processes. He has over 35 years in the public service industry where he served as a special consultant to the Vice President and Chief Financial Officer of Administration and Finance at San Francisco State University, interim Assistant City Manager for San Juan Capistrano, City Manager for Solana Beach, and Director of the Solana Beach Redevelopment Agency. He also held the position of Fire Chief for the cities of Solana Beach and Del Mar where he was responsible for managing and directing the fire department and emergency preparedness personal and all department operations. He holds a Master of Arts in Executive Management Leadership from Grand Canyon University, Master of Arts in Management - Human Resource Management from the University of Redlands, and Bachelor of Science degrees Fire Administration and Fire Prevention, both from Cogswell Polytechnical College.
Jorge A. Cisneros
UC Irvine Police Department
Chief Cisneros served for 20 years with the Long Beach Police Department. In 2010, he was bestowed the honor to lead the City of Huntington Park Police Department as the Chief of Police. He has embraced many challenging assignments such as Patrol, Detectives, Administration, Internal Affairs, Counter Terrorism and Training which have provided him the opportunity to refine his knowledge, skills and abilities in law enforcement principles, practices and techniques. Chief Cisneros holds a Bachelor of Architecture degree from California Polytechnic State University, San Luis Obispo and a Master of Arts degree in Criminal Justice from Chapman University. He is a graduate of the Sherman Block Supervisory Leadership Institute, Federal Bureau of Investigation National Academy (Class 220) and the POST Executive Development Course.
Karl S. Wolonsky
Assistant Vice Chancellor
Karl Wolonsky is responsible for overseeing the effective operation of campus buildings, trades and construction services, grounds and utilities. Karl has over 38 years of service at UCI as Assistant Dean for the School of Physical Sciences prior to recently assuming the position of Assistant Vice Chancellor. Karl earned his undergraduate and graduate degrees from the University of New Mexico where he also served as the first Administrator for the New Mexico’s State Medical Examiner’s Office.
Marc A. Gomez

Environmental Health & Safety and Risk Services
Marc Gomez is the Assistant Vice Chancellor of Environmental Health & Safety and Risk Services at the University of California Irvine. He has over 30 years of experience working in private industry, health care and academia. Marc holds certifications in Industrial Hygiene, Safety, and Risk Management. He has a Master of Public Health degree from the University of Michigan and a Bachelor of Science degree from Tulane University. Marc has advanced many safety, public health and risk management initiatives over his career, serving in several leadership positions for the Campus Safety, Health and Environmental Management Association as well as the American Industrial Hygiene Association. Marc enjoys facilitating partnerships and identifying synergies to bring different groups together. Marc and his teams have won many awards in safety, risk mitigation and energy efficiency.

Marc Guerra oversees Accounting & Financial Services and provides strategic and operational direction for the UCI Kuali Financial System, Contract & Grants Accounting, Accounts Payable, Payroll, Billing & Collections, Campus Cashiering, and General Accounting. Prior to joining UC Irvine, Marc served for 23 years at UC Riverside holding several positions in the Business & Financial Services unit. At UC Riverside he directed the implementation of the new financial system and provided major leadership in developing and implementing campus-wide system of internal controls and risk management for business and financial activities. Marc earned a bachelor’s degree in business administration from California State University Long Beach, a Master’s in Business Administration – Information Management from California State University San Bernardino, and holds an active California Certified Public Accountant certificate.

Mary Clark plays a critical support role in strategic planning and provides administrative leadership on Division of Finance and Administration and/or UCI initiatives, including the design and management of projects and programs that are integral to UCI’s financial health, academic excellence, and productivity. She has nearly 25 years of experience in higher education at universities in the United States and Europe. Mary served as the Chief of Operations for the Division of Administration & Finance at California State University, Fullerton; eight years at the Paul Merage School of Business as Director and then Assistant Dean; and prior to her tenure at UCI, Mary was at Washington University in St. Louis, IESE Business School in Barcelona, Spain and Chapman University. Mary holds the Executive MBA degree from Washington University in St. Louis and a Bachelor of Arts in Spanish with a Minor in Business Administration from California State University, Fullerton.
Michael P. Bathke
Internal Audit Services
Mike Bathke leads a staff of nine professional auditors with operations and offices at the campus and medical center. In 2010, Mike served a temporary role in Accounting and Financial Services as the Interim Director of Internal Controls and General Accounting. Mike previously worked as an internal audit and accounting/financial consultant at Jefferson Wells (now Experis), an international professional services organization. Mike graduated from California State University, Los Angeles, with a bachelor’s degree in accounting and holds three professional certifications.
Paul D. Sheirich
Paul Sheirich working with campus and medical center constituents, stakeholders, and leaders, has overall responsibility to ensure the successful implementation of UCPath at UCI. Prior to joining UC Irvine Paul was the Planning and Integrations Manager for UCPath at UCOP, where he pulled together an overall project plan view and led engagement with Wave 2 and 3 locations. Operating his own consulting service company for 13 years, his background includes extensive consulting, development, implementation, and support services for a variety of applications, including PeopleSoft, EpicHR, Workday, NuView, and SalesForce.com, and has worked in a variety of industries including outsourcing, government, transportation, education, and non-profit. Paul has a BA in Business Management from Saint Mary's College in Moraga.
Ronald M. Fleming
Ron Fleming has 21 years of experience as Director of Transportation and Distribution Services directing sustainable initiatives, capital improvement projects, traffic and travel demand management systems, postal and enforcement programs. During Ron’s tenure, the department has captured over 40 awards including the prestigious State of California Governor’s Environmental and Economic Leadership Award, Green California Leadership Award, the Environmental Protection Agency’s (EPA) Environmental Award for Outstanding Achievement, and the EPA Clean Air Excellence Award. As a recognized industry leader, Ron was named the International Parking Institute’s Parking Professional of the Year and the California Public Parking Association’s Professional of the Year, and was also an invited speaker at The White House’s Electric Vehicle Corridors roundtable discussion in 2016. Ron received his BA from UC Irvine, also earned a Master of Public Administration at the University of La Verne.

Snehal Bhatt has over 25 years of experience in global supply chain management, manufacturing operational excellence, and leads the Procurement Services organization for UCI. Over the course of Snehal’s career, he has held executive positions in many different companies and has gained experience in diverse industries such as automotive, industrial products, transportation, and wind energy. He has successfully established and deployed supply chain and process excellence strategies for multi-national organizations. He also has international experience working in U.S., China, and India. Under Snehal’s leadership, the procurement team is transitioning from transactional activity to a strategic and value creation culture. Snehal holds BS and MS degrees in Mechanical Engineering.
